Building Regulations:
In Accordance with Ministry of Science, Technology and
Environment (year 2003) - Office of Natural Resources and
Environmental Policy and Planning:
VERY Basic and General, there are exceptions and several
clauses!!
No known 'official' down-loads of maps available, at
the time of writing!

With reference to the above illustration:
:: Zone No. 1:
- Color = Red
- 0 to 50 meters from the sea shore measured at High Tide
- No Building / Construction within the first 20 meters from
the coastal-line (normally the boundary on the land title
deed)
- Building Height (AGL
(Above Ground Level)) = maximum 6 meters for
residential purpose
- Building Height = maximum 5 meters for industrial
purpose
- Building Area coverage = maximum 25% for residential
- Building Area coverage = maximum 60% for industrial
:: Zone No. 2:
- Color = Yellow
- 0 to 150 meters from the boundary of Zone No. 1
- Building Height = maximum 12 meters
- Building Area coverage = maximum 70% for residential
- Building Area coverage = maximum 90% for commercial
:: Zone No. 3:
- Color = Navy Blue
- 0 to 200 meters from the boundary of Zone No. 2
- Building Height = maximum 16 meters
- Building Area coverage = maximum 70% for residential
- Building Area coverage = maximum 90% for commercial
:: Zone No. 4:
- Color = Pink
- Phuket Municipality
- Building Height = maximum 12 meters for the "Old
Town" Sino-Portuguese style. Building Area coverage =
maximum 84% or 70% is the style is different from the Sino
Portuguese style!
- Building Height = maximum 45 meters for "High density
area". Building Area coverage = maximum 70%
- Building Height = maximum 60 meters for "Very high
density area". Building Area coverage = maximum 70%
:: Zone No. 5:
- Color = Light Green
- Building Height = maximum 6 or 12 meters (depends upon
approval from local OrBorTor (Sub-district))
- Building Area coverage = maximum 70%
:: Zone No. 6:
- Color = Dark Brown
- 40 to 80 meters above MSL (Mean Sea Level)
- Building Height = maximum 8 meters
- Building Area coverage = maximum 60%
- Gradient / slope more than 1:3 (33 degrees) = Building (or
modification of existing) is not permitted!
:: Zone No. 7:
- Color = Dark Green
- 80+ meters above MSL
- Building (or modification of existing) = Not permitted!!
:: Zone No. 8:
- Color = Light Brown
- none of the above
- Building Height = maximum 23 meters
- Building Area coverage = maximum 70%

Below you will find a short description of the Zoning colors
(please note, the colors are different from the Building
Regulations):
= Low density populated area = Yellow
color
= Medium density populated area = Orange
color
= High density populated area = Red color
= Industrial + warehouse area = Purple
color
= Special industrial
area = Light Purple color
= Rural and agricultural area = Dark
Green color
= Open area for recreation and
conservation of environment = Light Green color

National Park area = Light Green color with White stripe
= on some maps = National Park = White color,
instead of the Light Green with White stripe
= Educational institution = Olive Green
color
= Thai culture promotional area = Light
Brown color
= Religious institution = Light Gray
color
= Government office and/or public utility
area = Navy Blue color
= Communication & Transportation = Pink
color
